Stellungnahme zur Hochschulkonferenz am 24.01.2017

Wir, der Allgemeine Studierendenausschuss der Uni Siegen, möchten die Chance nutzen, uns öffentlich zur 2. Hochschulkonferenz am 24.01.2017 zu äußern. Wir sind der Meinung, dass der Begriff „Konferenz“ hier deutlich Fehl am Platze war, da es eher wie eine Informationsveranstaltung zu Show-Zwecken wirkte. Schon allein die Zeitspanne von zwei Stunden bei einem gut gefüllten Audimax ließ kaum Zeit für Nachfragen und gar keine Zeit für eine Diskussion, die hier sicherlich von Nöten gewesen wäre.
Wir wollen Antworten! Angefangen damit, wie viel der Umbau denn nun kostet und ob alle Planungen auch mit Personen abgesprochen wurden, die unter den Baumaßnahmen leiden (auch uniinterne Stellen, wie z.B. das Studierendenwerk und die Verfasste Studierendenschaft). Der Kanzler Ulf Richter hat zudem die Ansiedelung von “Uni-affinen” Firmen auf dem neuen Science-Campus ins Gespräch gebracht. Uns hätte dabei interessiert, um welche Firmen es sich dabei handeln soll und was die Universität dafür als Gegenleistung erhält. Leider konnten wir auch diese Fragen nicht mehr einbringen. Interessant auch die Erwähnung des Gestaltungsbeirats. Zwar hat unser Vorsitzender dort einen Sitz, wurde aber erst zur fünften Sitzung eingeladen. Da dieses Gremium zusätzlich auch noch nicht öffentlich tagt, stellt uns vor die Frage, wer dort denn noch einen Sitz hat und wie die großen Entscheidungen getroffen werden. Fällt man einen Beschluss und legt ihn dem Senat vor, damit das ganze dann einfach durchgewinkt werden kann?
Ebenfalls fragwürdig finden wir, dass nach zwei Jahren intensiver Zusammenarbeit mit dem Baudezernat immernoch nicht gelernt wurde, dass der Kooperationspartner der AStA und nicht die AStA ist.
„Interessant“ finden wir auch den Zeitplan der Baumaßnahmen. Es scheint so, als würde mehr Wert darauf gelegt, Hörsäle in’s Karstadt-Gebäude zu bauen, als erst einmal eine Mensa an einem bereits bestehenden Campus zu platzieren. Unserer Auffassung nach ist das ein sozialer Aspekt, der hier deutlich außer Acht gelassen wird, müssen doch die Studierenden für ihre Verpflegung ortsansässige Bäckereien und dergleichen besuchen, um hier vergleichsweise teuer einzukaufen. Ein Campus sollte immer drei Aspekte innehaben: Eine Bibliothek, ein Hörsaalzentrum und eben auch eine Mensa, die schon längst überfällig ist, da ja schon Seminarräume bestehen.
Leider mussten wir auch feststellen, dass der AStA als studentische Vertretung nicht bei der Planung erwähnt wurde. Dies spiegelt deutlich die nicht vorhandende Wertschätzung wider, welche der gesamten Verfassten Studierendenschaft entgegengebracht wird.
Wir müssen und werden weiterhin intensiv für die Belange der Studierenden an der Universität kämpfen und hoffentlich sickert dann auch in der Verwaltung und dem Rektorat die Einsicht, dass ein Aus- und Umbau der Universität nur unter klarer und direkter Beteiligung der Studierenden möglich und umsetzbar ist. Vielleicht war ebendies aber auch der Grund dafür, dass alle Pläne im Konjunktiv vorgestellt wurden. Lediglich das Studierendenwerk hat sich konkret zur Planung geäußert und Fakten nennen können.
Zudem wurde vom Baudezernat eingeräumt, dass die Barrierefreiheit nur weitestgehend in der Übergangslösung Haardter-Berg-Schule gegeben ist. Darüber hinaus plant die Universität weitere, schwer erreichbare Gebäude in der Stadt zu nutzen! Damit betreibt die Universität Siegen weiterhin eine Ausgrenzung gegenüber einem großen Teil der Bevölkerung!
Zusätzlich sehen wir die Gefahr der Gentrifizierung durch den geplanten Umzug von 10.000 Studierenden in die Stadt. Glücklicherweise konnten zumindest hierzu von einem Mitglied des Stadtrates ein paar kritische Fragen eingebracht werden. Die Lebenssituation für dort bereits lange lebende Personen darf sich trotz “Uni kommt in die Stadt” nicht verschlechtern!

Statement on the university conference
We, the Student’s Union of the University of Siegen, would take the opportunity to comment in public on the 2nd university conference 24th January 2017. In our opinion the word “conference” was completely inappropriate because it was actually an information event used to produce oneself. Already the short period of time of two hours didn’t allow neither much questions nor any discussion in the fully occupied Audimax that would have been so precious. We wanted to get some answers! Starting with how much the relocation will cost and if the organisation has been communicated to all persons concerned by the construction measures (also internal sections like the OSA and the Constituted Student Body). The chancellor Ulf Richter also talked about companies “with affinities to university” that want to settle at the new Science-Campus. We would have liked to know which companies he meant and what the university does get in return. Unfortunately we had no possibility to ask this question. The establishment of a design advisory bord was also an interesting point. Our president belongs to it but was only invited to the 5th meeting. As this board isn’t public, we asked ourselves which other persons belong to it and how the important decisions are taken. Do they make a decision for approval and present it to the senate, so that it can easily be adopted?
We find it dubious that, after two years of intensive collaboration with the building department, they still don’t know that the Student’s Union partners are not identical with the Student’s Union.
The schedule of the construction measures is quite “interesting” as well. It seems as if the construction of lecture halls inside the Karstadt-Building is more important than the construction of a refectory for an already existing campus. In our judgement it’s a social issue that isn’t taken enough into consideration, because the students have to go to the local bakeries and so the food is comparatively expensive for them. A campus needs always three things: a library, lecture halls and a refectory, which is now overdue as the lecture halls already exist.
Unfortunately we also got to know that the Student’s Union as student representive is no longer mentioned in the planning. This reflects the non-existing appreciation of the whole constituted student body. We will continue to fight for the concerns of the students of the university and we sincerely hope that the administration and the rector’s office finally realises that an expansion and reconstruction of the university isn’t possible to realise without a clear and direct participation of the students. This is maybe the reason why all plans have been presented by using the conditional. Only the OSA mentioned specific plans and facts. Furthermore, the building department admitted that the accessibility is only reached in the transitional solution Haardter-Berg-Schule. The university plans to use other buildings in town, more difficult to access! So the university continuous to exclude a large part of the population! We see as well the risk of gentrification caused by the relocation of 10.000 students in the town. Thankfully a member of the town council brought in some critical question on that point. The life situation of the people already living there shouldn’t downgrade only because “university comes to town”!

Prise de position concernant la conférence universitaire
Nous, le comité général des étudiants (AStA) de l’université de Siegen, voulons profiter de l’occasion pour nous prononcer sur la 2me conférence universitaire du 24 janvier 2017. Nous trouvons que le terme de « conférence » était mal choisi, puisqu’il s’agissait en effet d’un événement d’information pour se produire. Rien que le laps de temps assez court de deux heure signalisait qu’ici, dans l’Audimax dont toutes les sièges était remplis, des questions ou bien des discussions n’avaient pas de place, malgré qu’ils auraient été bien nécessaires.
Nous réclamons des réponses ! A commencer avec les questions combien le déménagement va finalement coûter et si tout le planning a été réalisé en accord avec les personnes concernées par les mesures de construction (y compris des offices universitaire internes tel les CROUS et le corps étudiant constitué). Le chancelier Ulf Richter parlait en plus d’entreprises « intéressé par l’université » qui voulait s’établir au nouveau campus de science. Nous aurions aimé savoir de quelles entreprises il s’agit et ce que l’université reçoit en retours. Malheureusement nous n’avions pas l’occasion de poser ces questions. La mention d’un comité consultatif de design était également très intéressante. Notre président y fait partie mais il n’était invité qu’à la 5eme réunion. Puisque ce comité n’est pas public nous aurions aimé connaitre la procédure de prise de décision. Est-ce qu’ils prennent une décision et la présentent ensuite au sénat pour se faciliter la chose ?
Ce qui est également en peu douteux est le fait qu’après deux heures de collaboration intense avec le département de construction, il n’est toujours pas clair que les partenaires de l’AStA ne sont pas identiques avec l’AStA.
Le calendrier des mesures de construction est « intéressant » aussi. Il parait que la construction d’auditoires dans le Karstadt-Bâtiment est considéré plus urgente que la construction d’un RU pour un campus qui existe déjà. Nous considérons qu’il s’agit là d’un point social qui est clairement sous-estimé. Les étudiants doivent recourir à des boulangeries locales et payent ainsi assez cher pour se nourrir. Un campus comprend toujours trois facteurs important : une bibliothèque, des auditoires et une RU, qui est bien en retard puisque les auditoires y existent déjà.
Malheureusement nous avons du constater que l’AStA comme représentant étudiant n’a plus été mentionné dans le planning. Cela reflète bien l’appréciation non-existante envers tout le corps étudiant constitué. Nous allons continuer de lutter pour les intérêts des étudiants de l’université et espérons que l’administration et le rectorat comprennent enfin, que l’expansion et la reconstruction de l’université n’est pas possible sans la participation claire et directe des étudiants. C’était peut-être la raison pour laquelle tous les plans ont été présentés au conditionnel. Seul les CROUS ont présenté des plans et des faits concrets.
En outre le département de construction a concédé que l’accessibilité n’est donnée que dans le bâtiment de transition Haardter-Berg-Schule. L’université prévoit d’utiliser d’autres bâtiments en ville, plus difficile d’accès! Ainsi l’université continue d’exclure une grande partie de la population! En plus nous voyons le danger de gentrification encouru par le déménagement de 10.000 étudiants en ville. Heureusement un membre du conseil municipal a posé quelques questions critiques en cette direction. La situation de vie des personnes y vivant déjà de doit surtout pas se dégrader juste parce que « l’université arrive en ville » !
