Gesprächstermin mit dem Rektorat am 15.02.2017

Als Reaktion auf die Stellungnahme des AStA bezüglich der Hochschulkonferenz, in der Fragen aus dem Plenum nicht den höchsten Stellenwert einnahmen, sondern Berichte des Rektorats, lud die Uni die Verfasste Studierendenschaft am 15.02. zu einem öffentlichen Zusatztermin in den gelben Hörsaal ein, der alle offen gebliebenen Fragen beantworten sollte.

Themenkomplexe der Fragerunde waren die Sanierung des Adolf-Reichwein-Campus, Baumaßnahmen auch in Bezug auf das Untere Schloss und Barrierefreiheit.
Schnell wurde deutlich, dass die Vertreter*innen der Universität wenig Bezug zu den Strukturen der Verfassten Studierendenschaft haben, dank des Arbeitskreises Interim wurden diese in die Baumaßnahmen und Übergangslösungen miteinbezogen. Es folgte eine Stellungnahme zum sogenannten „Science Campus“. Dort sollen sich Unternehmen ansiedeln. Wir fragen nach: Welche Unternehmen wurden angefragt und nach welchen Kriterien werden diese ausgewählt, darüber hinaus: Was bekommt die Uni für eine Gegenleistung von diesen? Angeblich sollen forschungsnahe Unternehmen an den Campus, die die Infrastrukturen der Uni gut nutzen können. Genaue Namen werden nicht genannt: „Das ist zum derzeitigen Zeitpunkt noch nicht möglich“, so der Kanzler. Auch auf die Zivilklausel wird das Podium angesprochen. Diese Unternehmen seien zwar nicht an die bestehende Zivilklausel gebunden, Rektor Burkhardt betont aber, dass es sich bei den meisten Unternehmen um Ausgründungen der Universität handelt und diese während ihrer Gründung an die Zivilklausel gebunden waren, gefährlich würde es erst bei der 3. Generation der Unternehmen. Diese Aussage erscheint uns doch etwas schwammig. Die sogenannte Zivilklausel ist seit dem 13. Mai 2015 in die Grundordnung der Universität aufgenommen, darin heißt es in § 3:

„(1) Die Universität sieht sich in besonderer Weise friedlichen Zielen verpflichtet und kommt ihrer besonderen Verantwortung für eine nachhaltige Entwicklung nach, indem sie an der Gestaltung einer demokratischen, sozialen und rechtsstaatlichen Welt mitwirkt und so zur Verwirklichung von verfassungsrechtlichen Wertentscheidungen beiträgt.“

Wir fordern weiterhin eine schärfere Zivilklausel, die sich nicht nur in besonderer Weise verpflichtet, sondern keinerlei Forschung zu Kriegszwecken zustimmt – in deutlichen Worten und nicht schwammigen Verklausulierungen. Zumindest das Versprechen, dass die Zivilklausel bei den Vertragsunterzeichnungen „beachtet“ wird, wurde zugesichert. Wir bleiben an der Sache dran, denn die Universität soll ein friedlicher Ort der autonomen Forschung sein.

Das Rektorat und Studierendenwerk sicherte uns außerdem zu, dass die Mensa zu keinem Zeitpunkt geschlossen, sondern die Mensa in der Containeranlage an der Haardter Berg Schule nahtlos in den Betrieb übergehen wird. Außerdem werden in der Interims Lösung studentische Arbeitsplätze geschaffen und eine Cafeteria vorhanden sein. Das erst vor einigen Jahren renovierte Bistro muss jedoch schließen. Die Bemühung das Bistro am Hölderlin Campus zu installieren, um auch den Studierenden des Paul-Bonatz und Hölderlin Campus eine Möglichkeit abseits der Mensa zu geben, wurde bisher von der Universität abgelehnt. Rujanski betont jedoch, dass das Studierendenwerk bereit ist, sich räumlich einzuschränken, Kündigungen des Personals wären jedoch unumgänglich, sollte das Bistro nicht am Hölderlin unterkommen. Dies ist nicht hinnehmbar! Den Mitarbeiter*innen des Studierendenwerkes wird im Sommer der Urlaub gestrichen, damit der Umzug schnell geschieht, es wird höchstmögliche Flexibilität gefordert. Wir fordern, dass darauf geachtet wird, dass niemand unter den Baumaßnahmen leiden muss und keine Mitarbeiter*innen entlassen werden.

Ein weiteres Thema, das unserer Erfahrung nach viele Studierende interessiert, ist die Mensa am Unteren Schloss sowie die nicht gegebene Barrierefreiheit am selbigen Campus. Die Uni plant eine Mensa hinter dem Krankenhaus auf dem Gelände eines Parkhauses. Problem sei hierbei, dass etwa 70 Parkplätze wegfielen und noch ein Kompromiss mit der Stadt gefunden werden muss. Dass Parkplätze ein wichtiges Thema für die Siegener*innen sind, zeigt die Entscheidung der städtischen Jamaika-Koaliton (CDU, Grüne und FDP) die Parkgebühren zu erhöhen. Es bleibt also fraglich, ob die Stadt Parkflächen hergibt, die als sichere Einnahmequelle fungieren. „Wir sind da dran! Wir versuchen noch in diesem Monat die Baugenehmigung einzuholen“, so Rujanski. In das Erdgeschoss des Gebäudes soll die Cafeteria und ins Obergeschoss die Mensa kommen.

Ein wichtiges Anliegen ist uns die Barrierefreiheit an der Universität. Diese ist am Campus Unteres Schloss nicht gegeben, was schon mehrfach von uns kritisiert wurde. Auch jetzt begegnet das Rektorat Nachfragen mit Ausflüchten: „Wir haben alles, was machbar ist, beachtet“, so der Kanzler. Das reicht uns nicht: Wir fordern, dass die Universität dafür sorgt, dass Studierende uneingeschränkten Zugang zu Bildung haben! Das Bewusstsein, dass dies geschehen muss, scheint im Rektorat angelangt zu sein. Am 14.02. unterzeichnete die Universität die sogenannte „Charta der Vielfalt“ – jetzt liegt es an der Uni, ob sie nur ein weiteres Label tragen möchte oder sich wirklich für Vielfalt stark macht! Nicht erst wenn der Hörsaalbetrieb aufgenommen wird, muss der Campus barrierefrei zugänglich sein, sondern JETZT, eigentlich seit vorgestern. Es kann nicht sein, dass eine Universität sich mit dem Slogan „Zukunft MENSCHLICH gestalten“ schmückt, aber schon bei der Bushaltestelle „Am Löhrtor“ scheitert. Immerhin – am Unteren Schloss sollen Mensa und Uni-Gebäude mit einem Fahrstuhl verbunden werden. Dieser ist aber aus diversen Gründen, die nicht genauer benannt werden konnten (etwa „hygienische Gründe“ oder „die Angst vor ‚Eindringlingen’“), nur von 7-20 Uhr nutzbar, die Bibliothek hat jedoch deutlich länger geöffnet und Menschen mit Behinderung und oder chronischer Erkrankung müssen dann einen Umweg über das KARSTADT-Parkhaus einlegen um irgendwie an den Campus zu gelangen. Dies sei dem Rektor aufgefallen, der erst einen Tag zuvor die Wege am Campus abging. So fragen wir uns: Wenn das Problem bekannt ist – warum werden dann nicht SOFORT Maßnahmen ergriffen? Diese hätten schon viel früher mit in die Baupläne aufgenommen werden müssen. Gemäß dem Motto: „Vorher hatten wir nichts, jetzt ist es schon ein bisschen besser.“ – damit geben wir uns nicht zufrieden.

Auch in der Interims Lösung in der Haardter-Berg-Schule kann Barrierefreiheit nicht garantiert werden. So ist geplant, dass ein Treppenlift vorhanden sein wird, der jedoch immer eine Begleitperson erfordert. Die vom Baudezernenten gewünschte Regelung, dass Studierende der Universität mitteilen, ob sie auf den Treppenlift angewiesen sind, halten wir für utopisch. Studierende die ankündigen müssen, dass sie Barrierefreiheit benötigen(!) halten wir für den falschen Weg, denn Barrierefreiheit sollte gegeben sein. Es muss ein Miteinander sein und nicht ein „Zukunft menschlich gestalten, aber bitte mit Ankündigung“. Derzeit wird noch durch das Baudezernat geprüft, wann die Verfasste Studierendenschaft umziehen kann. Priorität A haben laut Münker die Seminarräume, erst dann können die studentischen Initiativen, autonomen Referate, FSRe und der AStA umziehen. Ausschlaggebend seien hierbei die Kapazitäten der Umzugsfirma und generelle Probleme in der Organisation. Wir betonen noch einmal, dass wir als AStA möglichst früh umziehen wollen, damit wir den Studierenden während des Semesters wieder voll und ganz mit Rat und Tat zur Seite stehen können und wir als Unterstützung für die anderen studentischen Gremien schon vor Ort sein wollen, um bei auftretenden Problemen unterstützend zur Seite stehen zu können.
AStA der Universität Siegen

 

As a reaction on the AStA statement of the University conference, where the priority wasn’t answering questions but a presentation of the rector’s office, the University had invited the Constituted Student Body the 15th February to an additional public meeting in the yellow lecture hall to answer all formerly unanswered questions.

We talked about the renovation of the campus Adolf-Reichwein, the construction measures in the Lower Palace (Unteres Schloss) and the accessibility. It quickly became clear that the representatives of the University have no real connection to the structures of the Constituted Student Body, but thanks to the Interim working group they have been involved in construction measures and interim solutions. They gave then a statement on the so called “Science Campus”. Companies shall settle there. We asked: Which companies have been requested in regard of which factors? Furthermore, what does the University get in return? Apparently it concerns research-related companies which could use the infrastructures of the University. They didn’t mention specific names: “This is not possible at this point”, said the chancellor. The podium was also questioned on the civil clause. These companies will not be bound by the existing civil clause, but principal Burkhardt pointed out that most of the companies were spin-off companies of the University, so that they were bound to the civil clause when they were founded. It will only become dangerous with companies in the third generation. This statement seemed a little bit vague to us. The so called civil clause is included in the basic University order since the 13th May 2015. Paragraph 3 says:

“(1) The University is especially committed to peaceful purposes and assumes its responsibility for sustainable development by helping to construct a democratic, social and constitutional world and taking part in the realisation of constitutional value judgements.“

We demand a fiercer civil clause that doesn’t only formulate a special engagement, but disagree with any research for war purposes – with clear words and not with fuzzy involved formulations. At least they promised that the civil clause will be “respected” at contract signing. We will stick to this affair, because University shall be a peaceful place of autonomous research.

The rector’s office and the German Association of Student Services Organisations (Studierendenwerk) also assured that the refectory isn’t going to be closed at any time. The refectory in the container unit near the Haardter Berg School will start operating cold turkey. Furthermore student jobs are going to be created for the interim solution and there’ll be a cafeteria. But the recently renovated Bistro is going to close. All efforts to relocate the Bistro to the campus Hölderlin to offer an alternative to the refectory to the students on campus Hölderlin and campus Paul Bonatz were rejected by the University. Rujansky underlined that the Studierendenwerk is willing to limit itself on space, but terminations will become necessary if the Bistro cannot move to campus Hölderlin. This is unacceptable! The employees are not allowed to go on holidays this summer so that the relocation can be realised rapidly, they demand high flexibility. We demand to ensure, that nobody has to smart under the construction measures and that no employees are going to be released.

Another subject of interest for most of the students is the refectory at the Lower Palace as well as the non-existing accessibility at this campus. The University plans to build a refectory behind the hospital on the area of a car-park. The problem is that 70 parking spaces are going to be lost and they need to find a compromise with the town. Parking space is an important subject of the citizens of Siegen, as a recent decision about raising the parking fees shows. The question remains if the town is going to give away the parking spaces that are a reliable source of income. “We’re working on that. We try to get a building permit this month”, Rujanski said. The cafeteria is planned for the ground floor and the refectory shall move in the first floor.

Accessibility at the University is an important concern for us. It doesn’t exist at the Lower Palace which has already been criticised many times. Even now the rector’s office reacts with evasions on our questions: “We took everything that is possible into consideration”, said the chancellor. That’s not enough. We demand that the University ensures unrestricted access for students to education! The awareness that this need to be realised seems to have reached the rector’s office. The 14th February the University signed the so called “Charter of diversity” – it’s now up to the University, if this is just another label or if it really fights for diversity. University has to be accessible not only when the readings in the lecture halls starts, but now, or better the day before yesterday. It’s not possible that the University claims “Shape the future HUMAN” but already fails with the bus station “Am Löhrtor”. At least the University building and the refectory are going to be connected with an elevator. This one will for different reasons (e.g. “hygienic reasons” or “the fear of unauthorized intrusion”) only be in use between 7-20 o’clock, but the library is open a lot longer. All disabled people or people with chronic diseases have to detour through the KARSTADT car-park to reach the campus. The principle recently noticed this problem as he followed the future paths of this campus. So we ask ourselves: If this problem is already known, why didn’t the University IMMEDIATELY react? Such measure should already have been included to the construction measures. According to the maxim: “We didn’t have anything in the past, now it’s already better.” – is not enough.

Even the interim solution at the Haardter Berg School cannot guarantee accessibility. The installation of a stair lift is planned, but this one will always require an accompanying person. The head of the building department would prefer that the students inform the University if they need a stair lift, but we think this is utopian. We consider it’s the wrong way if students have to communicate that they need accessibility (!), accessibility has to be in place. It has to be a community and not a “Shape future human, but only with notification”. The building department still evaluate, when the Constituted Student Body is going to move. According to Münker, priority is given to the seminar rooms, the student initiatives, autonomous units, Student’s Representives (FSR) and the Student’s Union (AStA) are following. They need to take the capacities of the Removal Company and general problems of the organisation into consideration. We would like to underline again, that we as the Student’s Union prefer to move early to be in place in time for the new semester to assist the students in their concerns and to help the other students committees with any problems that may occur.

 

Comme réaction à la prise de position du comité général des étudiants (AStA) concernant la conférence universitaire (pendant laquelle des questions du plénum n’étaient pas bienvenu puisqu’il s’agissait plutôt d’une présentation du rectorat), l’université a invité l’association constituée des étudiants le 15 février à un rendez-vous supplémentaire dans l’amphithéâtre jaune pour répondre à toutes les questions restantes.

Les sujets traités étaient la rénovation du campus Adolf-Reichwein, les mesures de construction au campus Unteres Schloss et l’accessibilité. On s’est très vite rendu compte que les représentants de l’université n’ont pas trop de rapport avec les structures de l’association constituée des étudiants, mais grâce au groupe de travail « Interim » ils étaient impliqués dans les mesures de construction et la solution de transition. Ensuivit une prise de position concernant le campus dite « science ». Des entreprises doivent s’y installer. Nous avons demandé : quelles entreprises avaient été demandées et suivant quels critères celles-ci ont été sélectionnées ? Et puis : qu’est-ce que l’université reçoit en retour ? Il s’agit prétendument d’entreprises proches de la recherche qui pourraient profiter de l’infrastructure de l’université. On n’a pas mentionné des noms précis: « A ce moment cela n’est pas possible », disait le chancelier. On a aussi posé la question de la clause civile au podium. Ces entreprises ne seraient pas tenues à la clause civile en vigueur, mais recteur Burkhardt soulignait que la plupart des entreprises sont des entreprises d’essaimage de l’université et par conséquent ils étaient tenus à la clause civile lors de leur fondation. Cela ne devient dangereux que concernant les entreprises de la 3e génération. Cette déclaration nous parait un peu vasouillarde. La clause civile en question est incluse dans l’ordre de base de l’université de Siegen depuis len13 mai 2015. Elle dit en § 3:

« (1) L’université s’engage à poursuivre spécialement des buts pacifique et assume sa responsabilité concernant un développement durable en participant à la construction d’un monde démocratique, social et constitutionnel et en contribuant ainsi à la réalisation de décisions morales conformes au droit constitutionnel. »

Nous continuons à exiger une clause civile plus sévère qui ne parle pas seulement de s’engager spécialement, mais   qui n’accepte aucune recherche pour des fins militaires – en utilisant des mots concrets et pas ces formules vasouillardes. Au moins on a promis de « veiller » à la clause civile lors de la signature des contrats. Nous suivons la chose, car l’université doit rester un endroit pacifique de recherche autonome.

Le rectorat et les CROUS nous ont assuré en plus que le resto U ne sera fermé à aucun moment.  L’installation dans les conteneurs à l’école Haardter Berg va prendre le relais sans temps de transition. En plus la solution de transition va créer des emplois étudiants et il y aura une cafétéria. Le Bistro récemment rénové sera quand même obligé de fermer. Les tentatives d’installer le Bistro au campus Hölderlin pour offrir aux étudiants du campus Hölderlin et du campus Paul-Bonatz une alternative au resto U, ont été pour l’instant rejeté par l’université. Rujanski soulignait que le CROUS serait prêt à se limiter en espace, mais il disait que des licenciements étaient inévitables si le Bistro ne trouve pas de place au campus Hölderlin. Cela n’est pas acceptable ! On a supprimé les congés d’été des employées du CROUS pour accélérer le déménagement, on exige un maximum de flexibilité. Nous demandons que personne ne doive souffrir des mesures de construction et qu’aucun employé ne soit licencié.

Un autre sujet d’intérêt pour beaucoup d‘étudiants et le resto U du campus Unteres Schloss ainsi que le fait que l’accessibilité y n’existe pas. L’université projette de construire un resto U derrière l’hôpital sur le terrain d’un parking. Le problème c’est que l’on perdra ainsi 70 places de parking et qu’il faut encore trouver un compromis avec la ville de Siegen. Les places de parking sont un sujet sensible pour les habitants de Siegen, ce qui a montré la décision du conseil municipal d’augmenter les frais de stationnement. La question si la ville va libérer 70 places de parking en renonçant à une source de revenu sure reste incertain. « Nous y travaillons. Nous essayons d’obtenir le permis de construction ce mois-ci », disait Rujanski. La cafétéria trouvera sa place au rez-de-chaussée, le resto U est prévu au premier étage.

Une autre préoccupation importante est l‘accessibilité de l’université. Celle-ci n’existe pas au campus Unteres Schloss, ce qui était déjà critiqué à plusieurs reprises. En continuant sur la lancée, le rectorat nous présente des excuses : «  Nous avons tout pris en compte ce qui est réalisable », disait le chancelier. Cela ne suffit pas : nous exigeons que l’université veille à ce que tous les étudiants ont accès à l’éducation, sans restrictions ! La conscience que cela est un enjeu majeur semble d’être arrivé au rectorat. Le 14 février l’université a signé la « Charte de diversité » – reste à savoir s’il s’agit là juste d’un autre label ou si l’université va réellement défendre la diversité ! Le campus ne doit pas seulement être accessible à partir du moment où les amphithéâtres ouvrent leurs portes, mais AUJOURD’HUI, mieux hier. Il n’est pas possible qu’une université se vante avec le slogan « construire un futur HUMAIN » mais échoue déjà avec l’arrêt de bus « Löhrtor ». Tout de même: le resto U et les bâtiments universitaires devraient être lié par un ascenseur. Mais pour différentes raisons (p.ex. des « raisons hygiénique » ou « la peur d’intrusion »),  celui-ci ne sera en service qu’entre 7 et 20 heures, alors que la bibliothèque est ouvert beaucoup plus longtemps et les personnes handicapés ou atteints d’une maladie chronique seraient obligé de faire un détour en passant par le parking KARSTADT pour atteindre le campus. C’est ce que le recteur a remarqué quand il a parcouru les futurs chemins du campus il y a quelques jours. Nous nous demandons : si le problème est connu, pourquoi ne pas y remédier IMMEDIATEMENT ? Ces mesures auraient du être inclus dans les plans de construction dès le début. Selon la devise : « Avant, nous n’avions rien, maintenant c’est déjà un peu mieux » – ce n’est pas assez.

Pareil pour la solution de transition dans l‘école Haardter Berg : une accessibilité ne peut être garantie. Ainsi on projette l’installation d’un monte-escalier, mais celui-ci nécessitera la présence d’une personne accompagnante. La règle proposée par le chef de service qui prévoit que les étudiants nécessitant le monte-escalier informent l’université à l’avance est utopique. Nous considérons qu’une situation dans laquelle les étudiants doivent déclarer qu’ils nécessitent une accessibilité est inadmissible. Une accessibilité doit tout simplement être donnée. Il s’agit de vivre et étudier ensemble et pas de « construire un futur humain, mais seulement sur demande ». Le chef de service est en train de vérifier, quand exactement l’association constituée des étudiants peut déménager. Priorité est donnée aux salles de classe, ce n’est qu’après que les initiatives d’étudiants, les unités autonomes, les associations d’étudiants des divers facultés et le comité général des étudiants peuvent suivre. Le facteur déterminant est la capacité de l’entreprise de déménagement et des problèmes généraux de l’organisation. Nous voulons souligner encore que nous préférions de déménager assez tôt pour être présent en cours du nouveau semestre. Ainsi nous pourrions mieux assister les étudiants avec leurs problèmes et nous pourrions aider les autres comités et association d’étudiantes avec leur déménagement.
