T\u00e4tigkeiten des Finanzreferates<\/h2>\n<\/div>\n

Zu den Hauptaufgaben des Finanzreferats geh\u00f6ren die Erstellung des Haushaltsplans und etwaiger Nachtragshaushalte<\/a>, die Buchf\u00fchrung und die Erstellung von Rechnungs-abschl\u00fcssen. In diesem Rahmen muss die*der\u00a0Finanzreferent*in die Rechtm\u00e4\u00dfigkeit von Ausgaben \u00fcberpr\u00fcfen und die Zahlungen anweisen. Das Finanzreferat betreut neben dem Haushalt der Studierendenschaft insbesondere die Abwicklung des Semestertickets.\u00a0Es verwaltet auch in diesem Bereich die Ein- und Ausgaben und entscheidet \u00fcber die Verf\u00fcgung der Konten. Weiterhin steht es auf Anfrage den Fachschaften, Autonomen Referaten und Studentischen Initiativen bei Haushaltsfragen zur Seite und k\u00fcmmert sich darum, dass alle Haushaltspl\u00e4ne und Rechnungsergebnisse der gesamten Studierenden-schaft zug\u00e4nglich gemacht werden. Die*der Finanzreferent*in liefert z.B. in Form von Quartalsabschl\u00fcssen und Arbeitsberichten regelm\u00e4\u00dfig Berichterstattungen \u00fcber die Finanzplanung. Das Finanzreferat ist ebenso zust\u00e4ndig f\u00fcr die Abwicklung des Betriebes gewerblicher Art<\/a> (Shop und Kopierer)<\/p>\n

Activities of the Finance Department<\/em><\/h2>\n

The main tasks of the finance unit include the preparation of the budget and any supplementary budgets, bookkeeping and the preparation of financial statements. Within this framework, the finance officer must check the legality of expenditure and instruct payments. In addition to the student body budget, the Finance Department is also responsible for the semester ticket. It also manages the income and expenditure in this area and decides on the disposal of the accounts. Furthermore, it assists the student councils, autonomous units and student initiatives with budgetary issues on request and ensures that all budgets and accounting results are made available to the entire student body. The Finance Officer provides regular reports on financial planning, e.g. in the form of quarterly financial statements and work reports. The Finance Department is also responsible for running the commercial operations (shop and photocopier).<\/em><\/p>\n

Kassenwart<\/h2>\n<\/div>\n

Die Kassenreferent*innen sorgen daf\u00fcr, dass die Geldgesch\u00e4fte des AStA ordnungsgem\u00e4\u00df abgewickelt werden. Sie f\u00fchren auf Anordnung der*des Finanzreferent*in oder der*des Bevollm\u00e4chtigten aus dem Sozialreferat \u00dcberweisungen und Barauszahlungen aus.<\/p>\n

Treasurer<\/em><\/h2>\n

The treasurers ensure that the AStA’s financial transactions are carried out properly. They carry out transfers and cash payments on the instructions of the Finance Officer or the authorised representative from the Social Affairs Department.<\/em><\/p>\n

\n

Kassen- und Rechnungspr\u00fcfung<\/h2>\n<\/div>\n

Die Finanzen des AStA und damit der Studierendenschaft der Universit\u00e4t Siegen<\/a> werden zwei mal im Jahr (einmal unvermutet und einmal zum Jahresabschluss) von gew\u00e4hlten Kassenpr\u00fcfer*innen des Studierendenparlaments<\/a> gepr\u00fcft.<\/p>\n

Bei einer Kassenpr\u00fcfung wird festgestellt, ob f\u00fcr alle Zahlungsein- und -ausg\u00e4nge\u00a0Belege vorliegen und diese ordnungsgem\u00e4\u00df durchgef\u00fchrt und auf den richtigen Konten\u00a0verbucht worden sind.\u00a0Daneben werden die Finanzbest\u00e4nde \u00fcberpr\u00fcft.<\/p>\n

Au\u00dferdem unterliegt die Studierendenschaft der Pr\u00fcfung durch den Landesrechnungshof<\/a>.<\/p>\n

Cash and Invoice audit<\/em><\/h2>\n

The finances of the AStA and thus of the student body of the University of Siegen are audited twice a year (once unexpectedly and once at the end of the year) by elected auditors of the student parliament.<\/em><\/p>\n

During a cash audit, it is determined whether receipts are available for all incoming and outgoing payments and whether these have been carried out properly and booked to the correct accounts. In addition, the financial balances are checked.<\/em><\/p>\n
