Ballot on the semester ticket
Was ist eine Urabstimmung?
Eine Urabstimmung ist die Befragung aller an der Universität Siegen eingetragenen Studierenden und stellt somit die höchste Form studentischer Teilhabe dar.
Worüber wird abgestimmt?
Die Abstimmung behandelt zwei sogenannte Abstimmungsgegenstände.
- geht es um die Frage nach dem Erhalt des Deutschlandtickets.
- geht es um die Änderung einer Beitragsordnung, welche den Umgang mit Preiserhöhungen bezüglich des Semestertickets regelt.
Der Preis des studentischen Deutschland-Semestertickets wird im Wintersemester 2025/2026 von jetzt 176,40€ auf 208,80€ steigen – insgesamt also 32,40€, das sind 18,4%. Eine Zustimmung durch Urabstimmung ist hierfür laut geltender Beitragsordnung erforderlich. Die derzeitige Regelung zur Beitragserhöhung, die aussagt, dass diese maximal 5% betragen darf, wurde ursprünglich eingeführt, um die Verhandlungsposition gegenüber der VGWS und DB NRW zu stärken. Seit der Einführung des Deutschlandtickets entfallen jedoch lokale Verhandlungen, der Preis wird stattdessen zentral von der Verkehrsminister*innenkonferenz festgelegt. Daher ist die bestehende 5%-Regelung wirkungslos geworden. Um künftig sozialverträgliche Beitragserhöhungen im Studierendenparlament beschließen zu können, schlagen wir eine Anpassung auf 20% vor. Erhöhungen, die diesen Wert übersteigen, sollen weiterhin durch eine Urabstimmung legitimiert werden müssen.
Sollte die erste Urabstimmung angenommen werden und die zweite ebenfalls Zustimmung erhalten, wäre es dem Studierendenparlament möglich, eine Erhöhung des allgemeinen Deutschlandtickets von aktuell 58 € bis auf 69 € selbst zu beschließen.
Was bewirkt eine Urabstimmung?
Sollte ein Quorum von 20% aller Studierenden sich für eine Wahlmöglichkeit entscheiden (Deutschlandticket behalten oder aufgeben), dann gilt dieses Ergebnis als bindend und muss umgesetzt werden.
Sollte das Quorum von 20% für eine Wahlmöglichkeit nicht erreicht werden, dann gilt die Urabstimmung als eine Empfehlung für das Studierendenparlament (StuPa), welches dann über die genannten Abstimmungsgegenstände entscheidet.
Wie kann ich abstimmen?
Die Abstimmung wird vom 13.06. – 27.06.2025 als Urnenwahl stattfinden.
Vom 13.06.2025 – 20.06.2025 gibt es zwei Wahlstände, die täglich von 10:30 bis 15:30 Uhr, außer am 20. Juni, dort begrenzt sich der Wahlzeitraum im AStA-Büro auf den Zeitraum von 11:30 bis 14:30 Uhr.

Gibt es Alternativen zum Deutschlandticket?
Die einzige Option neben dem Erhalt des Deutschlandtickets wäre die komplette Abschaffung eines Semestertickets. Somit wäre jede*r Studierende eigenständig für ihre*seine Mobilität verantwortlich. Andere Möglichkeiten wurden bereits im Vorfeld besprochen, aber aus wirtschaftlichen Gründen verworfen.

What is a ballot?
A ballot is a survey of all students registered at the University of Siegen and is therefore the highest form of student participation.
What is voted on?
The vote deals with two so-called voting items.
The first is the question of whether to keep the Deutschlandticket.
The second is about the amendment of a contribution regulation, which regulates the handling of price increases regarding the semester ticket.
The price of the student Germany Semester Ticket will increase from €176.40 to €208.80 in the winter semester 2025/2026 – a total of €32.40, or 18.4%. According to the current fee regulations, this requires approval by ballot. The current regulation on contribution increases, which states that these may not exceed 5%, was originally introduced to strengthen the negotiating position vis-à-vis the VGWS and DB NRW. However, since the introduction of the Deutschlandticket, local negotiations are no longer necessary and the price is instead set centrally by the Conference of Transport Ministers. The existing 5% rule has therefore become ineffective. In order to be able to pass socially acceptable fee increases in the student parliament in the future, we propose an adjustment to 20%. Increases that exceed this value should still have to be legitimised by a ballot vote.
If the first ballot is passed and the second is also approved, the student parliament would be able to decide to increase the general Deutschlandticket from the current €58 to €69 itself.
What is the effect of a ballot?
If a quorum of 20% of all students decides in favour of a choice (keep or give up the Deutschlandticket), then this result is binding and must be implemented.
If the quorum of 20% in favour of a voting option is not reached, the ballot will be considered a recommendation for the student parliament (StuPa), which will then decide on the aforementioned voting items.
How can I vote?
The vote will take place from 13.06. – 27.06.2025 as a ballot.
From 13.06. to 20.06. daily from 10:30am to 3:30pm except 20 June, when you can vote in the AStA office from 11:30am to 2:30pm.

Are there alternatives to the Deutschlandticket?
The only option apart from retaining the Deutschlandticket would be to completely abolish a semester ticket. This would mean that each student would be responsible for their own mobility. Other options were already discussed in advance, but were rejected for economic reasons.
