Antragstellung im StuPa

Leitfaden zur Antragsstellung im Studierendenparlament der Universität Siegen

Im Studierendenparlament (StuPa) können Anträge von unterschiedlicher Art gestellt werden. Es kann sich dabei um die Förderung von Veranstaltung mittels VS-Gelder handeln, als auch Positionierungsanträge zu allgemeinpolitischen Themen, die die verfasste Studierendenschaft (VS) betreffen, oder Aufträge an den AStA. Auch andere Anträge sind denkbar. Das StuPa entscheidet über die Anträge mit einfacher Mehrheit, auf Antrag auch mit namentlicher Abstimmung.

Bei der Antragsstellung sind verschiedene Schritte und Formalia zu beachten. Dieser Artikel dient als Hilfestellung und hat keinen Anspruch auf Vollständigkeit

Formale Schritte

  1. Die Antragsfrist zur Einreichung ist 6 Tage vor der Sitzung. (Findet die StuPa-Sitzung z.B. am Donnerstag, den 09.07.2020 statt, endet die Antragsfrist am Freitag, den 03.07.2020 um 23:59 Uhr)
  2. Es wird eine Mail mit dem Antrag im Anhang mind. an das Präsidium geschickt. Am besten jedoch zusätzlich über den StuPa-Verteiler, damit alle Mandatstragenden ab diesem Zeitpunkt die Möglichkeit haben den Antrag zu lesen
  3. Ist der Antrag fristgerecht eingegangen, wird er bei der nächsten Sitzung auf die Tagesordnung gesetzt

Anträge, die während der Sitzung eingereicht werden, werden Initiativanträge genannt und haben einen Sonderstatus.

Titel und Antragssteller*innen

  • Titel des Antrags
    • Name aller Antragssteller*innen und Beteiligten Personen bzw. Gruppen
    • Hier kann eine Liste als Ganzes als Antragssteller*in fungieren, Gremien, Ausschüsse, Referate, Initiativen, Vereine usw, aber auch Einzelpersonen unabhängig von soeben genannten. Das ermöglicht es z.B. auch Einzelpersonen Anträge namentlich zu unterstützen, oder auch eine offene Zusammenarbeit in der Antragsstellung der Listen zu eröffnen.

Ziel und Zweck des Antrages

  • Eine kurze und prägnante Zusammenfassung, welchen Beschluss die Antragssteller*innen anstreben

Beispiel: „Das XX.te Studierendenparlament möge beschließen: alle Dokumente und Anträge, die im weitesten Sinne die gesamte Studierendenschaft betreffen und dem Studierendenparlament vorgelegt werden, müssen gegendert sein und minds. auf Deutsch und englisch dem Studierendenparlament vorgelegt werden.“

Begründung

  • Problemstellung/Ausgangslage
    • Welche Situation liegt aktuell vor, die zur Antragsstellung führt?
    • Darlegung von Defiziten, fehlenden Angeboten, Feststellung von Bedarfen, die nicht gedeckt sind…
  • Zielsetzung/Bestrebung
    • mit Bezug auf Problemstellung
    • Bei konkreten Vorstellungen bzw. mit Blick auf den festgestellten Bedarf kann es einen Arbeitsplan/Zeitraum/Umsetzungszeitraum geben
      • Veranstaltungsreihe mit Zeitraum (Beispiel: 4 Veranstaltungen während des Pride Month, die der AStA strukturell unterstützen soll)
      • Ein Projekt mit einem Zeitraum der Vorbereitung, ab dem zu Zeitpunkt X Werbung gemacht werden soll
  • Finanzierungsplan
    • Der Finanzierungsplan sollte eine Aufstellung aller geplanten Ausgaben und Einnahmen enthalten, die einem entsprechenden Posten zugeordnet sind.
    • Bei Anschaffungen wie z.b. Geräte, Materialen, Werbemittel (Flyer, Plakate etc.) müssen mind. drei Angebote eingeholt um in Antrag aufgeführt werden. Das StuPa kann darüber entscheiden, welches der Angebote genommen. Sollte es seitens der Antragssteller*innen ein bevorzugtes Angebot geben, muss dies begründet werden. Auch alle anderen Angebote können schon im Antrag schriftlich abgewogen werden, zumindest aber sollte bei der mündlichen Begründung auf Fragen diesbezüglich geantwortet werden können.

Beispiel: Eine Initiative möchte für eine oder mehrere Veranstaltungen ein technisches Gerät anschaffen. Um den Umfang der Kosten festzustellen, sollen 3 Angebote eingeholt werden, wie viel das kostet. Dazu ist eine Erklärung, welches Gerät sich am besten eignet und warum es mit diesen Ausstattungen gebraucht wird.

Beispiel: der AStA will für das Sommerfest der VS eine Bühne für die auftretenden Bands mieten. Dazu müssen 3 Angebote eingeholt werden, die Mietkosten und Größe der Bühne enthalten mit einer Begründung warum eine bestimmte Größe für die Bühne gebraucht wird.

Wenn es für eine Veranstaltung bereits externe Sponsoren gibt, dann sollten die Konditionen des Sponsorenvertrags erläutert sein, ebenso wie eine Begründung dafür, warum noch mehr Geld im StuPa beantragt wird.

Guidelines for submitting motions in the Student Parliament of the University of Siegen.

Motions of various kinds can be submitted to the Student Parliament (StuPa). These can be motions for the promotion of events using VS funds, motions for the positioning of general political topics that affect the student body (VS), or motions for the AStA. Other motions are also possible. The StuPa decides on the motions with a simple majority, on request also with a roll call vote.

There are various steps and formalities to be observed when submitting a motion. This article serves as a guide and does not claim to be complete.

Formal steps

  1. The deadline for submitting a motion is 6 days before the meeting. (For example, if the StuPa meeting takes place on Thursday, 09.07.2020, the application deadline is Friday, 03.07.2020 at 23:59).
  2. An email with the application attached is sent at least to the presidium. However, it is best to also send it via the StuPa distribution list so that all mandate holders have the opportunity to read the application from this point on.
  3. If the motion is received in time, it will be put on the agenda of the next meeting.

Motions submitted during the meeting are called initiative motions and have a special status.

Title and proposers

  •  Title of the motion
    • Name of all proposers and persons or groups involved.
    • Here a list as a whole can act as the proposer, committees, units, initiatives, associations, etc., but also individuals independent of those just mentioned. This makes it possible, for example, for individuals to support applications by name, or to open up cooperation in the submission of applications by the lists.

Aim and purpose of the motion

  • A short and concise summary of the resolution the proposers are seeking.

Example: „The XXth Student Parliament may resolve: all documents and motions that concern the entire student body in the broadest sense and are presented to the Student Parliament must be gendered and presented to the Student Parliament at least in German and English.

Reason

  • Problem / initial situation
    • What is the current situation that leads to the proposal?
    • Presentation of deficits, lack of offers, identification of needs that are not covered…
  • Objectives/aspiration
    • With reference to the problem
    • In the case of concrete ideas or in view of the identified need, there can be a work plan/time period/implementation period
    • A series of events with a period of time (example: 4 events during Pride Month, which the AStA should structurally support)
    • A project with a period of preparation from which time X should be advertised
  •  Financing plan
    • The financing plan should contain a list of all planned expenses and income, which are assigned to a corresponding item.
    • For purchases such as equipment, materials, advertising material (flyers, posters, etc.), at least three offers must be obtained and listed in the application. The StuPa can decide which of the offers will be taken. If there is a preferred offer on the part of the applicant, this must be justified. All other offers can also be weighed up in writing in the application, but it should at least be possible to answer questions about this in the oral justification.

Example: An initiative would like to purchase technical equipment for one or more events. In order to determine the extent of the costs, 3 offers are to be obtained as to how much this will cost. This should be accompanied by an explanation of which device is most suitable and why it is needed with these features.

Example: the AStA wants to rent a stage for the bands performing at the VS summer party. For this, 3 offers must be obtained, which include rental costs and size of the stage with an explanation why a certain size is needed for the stage.“

If there are already external sponsors for an event, then the conditions of the sponsorship contract should be explained, as well as a reason why more money is being requested from the StuPa.
